The Government formulated the Pier Improvement Programme. The first phase covers about 10 public piers in the New Territories and on the outlying islands, which included Leung Shuen Wan Pier and Kau Sai Village Pier in Sai Kung District, to develop green tourism in Sai Kung District. The programme will also help to  connect the various attractions near Kau Sai Village such as Sharp Island, Jin Island and High Island.
